"I have a court date on the 24th of this month in Victorville, CA.. which is San Bernardino County. Am I allowed to walk in ahead of the court date, like say tomorrow, instead and handle it then? (It is a court date for a misdemeanor.)"

No. The court will not be prepared the day before, and neither will the prosecutor. The prosecutor handling your case may not even be in court that day.
If you have a compelling reason why the current date should be changed, there are ways to do that. Just showing up the day before isn't one of them.
Finally, you are making a serious mistake by trying to "handle" this case yourself. You should get an experienced attorney to defend you. If you can't afford to hire one, ask the court for a public defender on the 24th.

No. You don't get to control the court's schedule, the court is in charge of the court's schedule.
Yes, you can go to the criminal clerk's office and ASK to advance the hearing date. If the court has the file updated, and if the judge is willing to add the case to that day's calendar, and if the DA is willing to do the same, you can have your day in court. by waiting while all those things get put in place. If they say no, come back when you are supposed to.
