Legal Question in Administrative Law in India

My Father is a Office Supritendent at District Education office Chittorgarh , He was on promotion posted to DEO office chittorgarh , in few days he was kept on Awaiting Posting Orders to Udaipur just to accomodate some other officer with political connections.He filed an appeal at civil services tribunal and tribunal ordered the department to keep him at chittorgarh. The department arbitrarily started giving salary to the 2nd officer in place of my Fathers position.My father has not been paid a single penny from last eight months and i want to appeal against this injustice in Raj High Court.
Please guide what can be done and best advocate at Raj high court who can handle this.

THIS IS BAD IN LAW

UNDER ARTICLE 21 OF CONSTITUTION OF INDIA " NO PERSON SHALL BE DEPRIVED OF LIFE OR PERSONEL LIBERTY EXCEPT ACCORDING TO PROCEDURE ESTABLISHED BY LAW"

IT IS ADVISED TO PREFER A WRIT PETITION BEFORE HIGH COURT UNDER 226 & 227 OF CONSTITUTION WITH REFERENCE TO ARTICLE 21.

WITHIN COUPLE OF DAYS (2-3 DAYS) SURE WILL GET JUSTICE.

APPROACH LAWYER AT HIGH COURT ONLY. IT MAY COST BELOW Rs.8 TO 10 THOUSANDS.
