Legal Question in Administrative Law in India

A person has recently got retired from PSU as Manager on 31/05/2014. Soon before his retirement i:e 28/05/2014 he served with a charge sheet in a case of 2012 .In which no development in proceeding /inquiry the case since 2012 . Can any legal action be initiated against organization for delaying the inquiry ? Can the charge sheet be challenge on the basis of delay in hearing and deliberate attempt to withheld the employee�s terminal benefit? Can claim be made to fix accountability on erring official for delaying the inquiry ?

Dear Sir / Madam,

Yes, you should certainly take legal action stating that the case of 2012 ought to have been taken up then and there and ask for immediate settlement of all retirement dues.
