Is is possible for cops to raid/search a place without warrant under some conditions?

If the cops have seen drugs & prostitution going on at a place, and they believe getting a warrant is not possible without letting the offenders run away can they enter?

Recently this happened in Delhi. The law minister was telling the cops to raid a place but they just went away and later said they didnt have a warrant. However, all the locals were telling them that Drugs&Prostitution;was going on at that place when they arrived. They had even caught a few people outside that building.

If not, can they wake-up a magistrate in the middle of the night if it is urgent?

In a cognizable offence, the police might raid ad arrest even without warrant. This comes under the same and so the police should have acted without warrant. Yes, police can take the warrant at any time in emergency.
