Legal Question in Credit and Debt Law in India

I have not used the credit card since 2002 (outstanding 17,00) and never had any communication with the bank or agent since 2002. They agent says they tried to contact me and could not locate me and now they have traced my number. I do not have any records since I was using another bank account then. Can they recover the credit card dues after 14 years. How to know if they credit card debt is time-barred since I have heard after 3 years the banks cannot recover the debt.
