Legal Question in Credit and Debt Law in India

My friend won one case in consumer forum/court and and got ex parte order in his favour. However, the opponent in this case did not comply the order in this case and this person is not traceable presently. I wish to know how execution or penal proceeding under section 27 of consumer act would apply. I would be thankful if i would get update on below updated email id. This email id is [email protected]
