Legal Question in Credit and Debt Law in India

Sir.. I am an account holder of united bank of india and i have tried to used my card to pay my bills but my Card was denied. Later i received a message from my bank that i have used my card and the money has been deducted from my account. So i contacted the store but they told me that no cash was received from my card. I tried speaking to my branch manager and told me that the money has already been transfered to the store account i.e, HDFC bank. Both the parties have denied my request in solving my case. So kindly guide me to whom shall i file RTI. Or is it legal to file RTI to both the parties to bring solution to my problem.

Dear Sir / Madam,

You should first write to your Bank to provide you with documentary evidence that they have actually paid and settled the store. And thereafter, should you receive documentary proof of the store having received the payment, write to the store with copies of the documentary proof of payment, to immediately refund you the money. Should the store fail to refund the money, lodge a local Police complaint against the store for recovery.
