Legal Question in Criminal Law in India

I am a 27 years old women living in New Delhi alone in my own purchased flat and I am working too. My neighbor, who lives in the same building, harasses me regularly. He talks ill about me. Enter into my house without my permission with many excuses like maintenance, AC Wire, cable wire etc need to pass through your shaft/balcony, locks the main gate @night at 11:00 PM (Which is common for all users)and do not let me in when I am late from office or I return from a tour, etc. When I call him to open the gate, he shouts and call the community and asks me various vulgar questions like where were you, why are you late and now you will have to stay out of your house for the whole night, thus harassing me and outraging my modesty. When I asked him for a second key, he refuses to provide me one in lieu of the safety reasons for the building & car parking as he is the self-voted maintenance incharge of the building. These kind of small issues are happening from past six year and I was ignoring till now.

Yesterday night the same has happened and I called the cops though they gave temporary solution by asking him to give me a second key of the lock, but there was no written complaint or an FIR logged. Kindly guide what should I do further? I am very scared as he has threatened me to face Dior consequences like burglary in my flat when I am out for work, doing any mis happening with me, etc. I want to file a complaint in written to ensure that if something happens to me, he should definitely be identified as the potential culprit based on this as well as the bitter past experiences. Please guide what to do next.
