Can one File a Case Directly in a court without registraring an FIR?

Sir

Complaint can be filed either by Registering FIR u/s 154 of the Cr.P.C. or you can directly file Complaint u/s 200 of the Criminal Procedure Code, before the concerned Magistrate. In FIR, Police will investigate the matter, whereas in Complaint u/s 200 the magistrate either would directly take cognizance of the offence or order investigation u/s 202. SUch inquiry may be conducted either by Magistrate himself or through Police.

So, you can very well file the Complaint directly to Court instead of registering FIR
