Legal Question in Criminal Law in India

i am a lawyer(civil) . i filed a case under sec. 138 of N.I.Act in my personal capacity in 2007.
My address was given where my office was situated. In 2008 I sold my office. so i could not receive any summons or B.W . Now to day one police officer came to my residence and show me the NON BAILABLE WARRANT and tried to arrest me. But when i convinced him he allow me to contact the court.
my question: without serving a summons or B.W. the court can issue N.B.W.
If it is not may i draw the attention of HIGH COURT on the matter.
