Legal Question in Criminal Law in India

This is concerning mental harassment by my wife's relative who is a drunkard and has succeeded in poisoning the minds of my other relatives against my wife. He has threatened us with foul languages over SMS and keeps giving blank calls at various hours and also sometimes uses abusive languages when the call is answered. We have filed a NC, the aggrieved parties of both sides called and statements taken and in spite of having been warned he does not heed any warning of the police. What should one do in such circumstances.

file an FIR against him not a simple report. write to the DCP about the number of complaints given to the police and the continuity of the offence
