Legal Question in Criminal Law in Pakistan

I would repeat the question "Can a government employ be made accountable for an irregularity unintentionally committed due to nonavailability of the required conditions to work in ?". I am myself a headmaster in a school in which only 05 out of 15 posts are filled but has been held accountable for bad results. Is there any law against such unjustified accountability ?
