Legal Question in Family Law in India

My brother is married to a woman who started showing moods after day 1 of marriage. We have been tolerating since more than 4 years. She has been continuously abusing my brother as well as my parents. She shouts every time on silly things. Every body is scared of her because she always creates a scene which is insulting in neighbourhood. She also went to police station but they did not reported complaint because whatever she was saying had no evidence. They declared her mentally ill. Most of the times she resides in her fathers home only. She also filed a complaint in women cell against my family that we are beating her and she wants a separate house in a different city.She has also made a clause that my brother cannot speak to his parents and sisters. She wants to be given 10000 every month.
Everybody in our neighbourhood and her neighbourhood is fully aware of her nature. She always abuse my brother , my parents.
We are really tortured mentally and also helpless. We are also scared as my brother is really harrased mentally and can take some stupid decision of suicide.Kindly provide resolution so that everything settles smoothly.
