Legal Question in Investment Law in Pakistan

Dear Sir(s),

I asked one question on October 20, 2016 regarding property scams by dealer in bahria town. A dealer took heavy amount from me for booking plots and since six months, he is giving dates but not the plots file. Each time he says that the files are delayed by Bahria Town and Bahira town clearly says that "we are not giving any sort of files"

Last date given was 7 November 2016 but on the same date, he replied the same i.e. bahria town has delayed the files. Can I take legal action against the dealer or bahria town? My Pay Order f amount 1460000 (Fourteen Lakh & Sixty Thousands) has already been encashed by Bahria Town on Septembet 12, 2016. Can I file a case of Fraud or I have to file a civil suit? what are the remedies?

Please guide.
