Legal Question in Employment Law in India

My father is a central govt. employee. His superior has blocked his salary giving the reason that he hasn't completed his target. He has been doing this for about 6 months now. One of my dad's colleague was on leave for more than a month n his work is pending too but he was given his salary. Also he has stopped my dad's house rent allowance from almost a year stating that he must live only in the office headquarters n as he is living in a rented appt he will not be getting his HRA. Could u please tell me whether my dad's superior is authorized to do so and if he is not then what is the remedy available to me

Dear Sir / Madam,

Your father's superior's acts and actions are unauthorized and unjustified. Salary of Central Government employees is paid by the Pay & Accounts Office. Your father should write a letter to the Head Of Department (HOD) copied to the General Manager-P&A stating that he has not received his Salary and House Rent Allowance since the past six months on account of the superior's misdeeds. In fact, since your father has opted to live in a rented apartment rather than office quarters, there is all the more reason that he should be paid his eligible HRA.
