Legal Question in Employment Law in India

I have a situation where I said I may leave the organization if I am not allowed to move to a different role. Can this be considered a formal resignation though it is not in writing? My seniors are treating as a resignation and considering me as being under notice period and even planning on hiring a replacement

Dear Sir / Madam,

Your verbal announcement has indicated your desire and intention to leave the organization, if your condition to be given another role in the Company remains unfulfilled. Although it cannot be termed as a formal resignation, unless a resignation notice is served in writing duly signed by you to the Company, the Company has valid reason to take precautionary measures thereto.
