Legal Question in Employment Law in India

I was working in a hospital as D.M Operations and Quality. I wanted to apply for NRHM job in my home state and for the same, I had a word with my reporting manager (G.M. Operations and Quality). He said that he had no objection if I am applying for the job and after 2 days he will provide me the documents required for the same (NOC, Experience letter etc). But when I applied for it formally as he advised, I was denied stating that I will be provided the documents when I am resigning. Later I made my mind to resign and again had word with him. He agreed verbally on my statement that instead of serving 1month notice I'll be paying 1month salary in full n final settlement. Later when I gave them my resignation in writing n mail. I was called n told that as soon as my handover is completed, my approval will be given. But they cheated me. After my handover, theyrejected my resignation with written statement on it thati need to serve 1 month notice. I requested them alot but no help. I mailed them stating that I have completed my handover and now kindly give me my reliever, experience n noc. They blocked my work is as soon as they read the mail n appointed 2 lady guards in front of my cubical in front of whole admin department which was very humilating. I was not allowed to talk to management. I left the hospital after all my efforts of requesting them. Later since I was not able to apply for the gov job, I tried in some hospitals n within 2-3 days I got a better opportunity,which I grabed. When they came to know of my new work place,they started calling my new hrs enquiring about me. Now they are planning to send me a legal notice. What shall I do now? I have all the copies of shared mails, written material, handover etc. Shall I file a complaint against my previous employer for mental harrasment? I never thought of doing such things but they are compelling me to do so. Kindly help me asap.

Dear Sir / Madam,

If your previous employer has not yet paid and settled your full and final dues, you should request them in writing to do so, failing which you should straightaway lodge a local Police complaint stating mental harassment.
