Legal Question in Real Estate Law in India

I have a blank area at the back of my house, adjacent to mu house. In the map we are provided by DDA where East,West North South of our house is mentioned, it is mentioned as "Reserved by DDA for Civil Hospital". However recently, a builder has started some construction there. I wanted to know what is the process for getting Stay from Court. Also Can I get a stay directly from High Court or I neccesarily need to go to LOwer Court first. What all documents I need to be ready with to get the stay.

First you apply to DDA for file of construction permission in which you will get necessary information about misappropriation of builder and authority. You will get stay in lower court.
