Legal Question in Real Estate Law in India

Dear Sir/Madam,

I had booked a flat in Mumbai Goregaon west under redevelopment through reputed builder in 2010. the land is belong to MHADA. Now the builder got CC upto 18th floor however he is insisting for all for the agreement (for agreement we need to pay 10% more money). I have booked on 22nd of total floor 33. When i asked that about the CC for the floor of my concern, they said we got approval to all so for the agreement CC is not required,

is it possible to do the agreement for the floor where cc is not received?

If it is possible shall we able toapply for the housing loan?

Also they forced us to pay more for the car parking as we have notpaid full amount for the car parking

Could please help me ?
