Legal Question in Real Estate Law in Pakistan

This is regarding a property in Sind-Pakistan being used by a tenant on rent under old Pagri System arrangement, since last over 40 years. My questions are :
Q1 : if now, the landlord is justified in demanding and then filing a suit against the tenant, for fixation of 'Fair Rent' based on current market value ? Please note that its under Pagri System so the current rent is obviously a nominal amount.
Q2 : Will the Court be justified in passing a judgement in favor of the landlord and fix the rent on current market value basis, & that too make it effective right from the date the suit was filed without ANY gradual increase or progression of fair rent per previous years ? What could be Tenant's options legally and the arguments or ground of appeal ?
