Legal Question in Consumer Law in Alabama

My brother bought a used vehicle from a used car lot in Decatur, Alabama. He never received the title that the dealer applied for after sale of the vehicle. We contacted our state DMV office and they said that it was kicked back. We went back to the dealer and he said that he would check into it. That has been 4 months ago and still no title. Is there a local or state law that we can use against this dealer? I was trying to research the laws and find out if the dealer must supply the title or take the vehicle back a give a refund. I had ran a VHR and the title came back clean, so we don't know what the issue is.

You can sue the seller of the automobile for conversion. He took your money with a promise of a title. If he can't produce a title in a reasonable time, you should sue him. Don't waste time with this. Sue this person unless he produces the title.
