Divorce no children or property

I live in AL. Married in 1993. Separated in 1996. No children or property to divide. Local attorney sent spouse letter stating I wanted a divorce. 3 months later, attorney sends me letter stating she did not respond to his letter and he would not handle divorce. He thinks since spouse did not respond it would be a contested divorce. What can I do? Can I get divorce papers drawn and have her served in NC? Will I ever get divorced. I was in the navy when we separated. Left for 6 months on ship and haven't seen or heard from spouse .
