Can I marry someone here from another country? This person only has a visa.

Whether you can marry depends solely on the law of the state in which you would like to marry; generally speaking, you can marry if you both are unmarried adults who are not close relatives of one another. The immigration status of a foreign national has no bearing on whether he or she can marry, nor on whether an American can marry him or her.

U.S. immigration law does, of course, bear on whether the foreign national can remain in or return to the U.S., and, if so, under what conditions.
