Legal Question in Real Estate Law in Alaska

Does a government official have the legal right to take your personal certified letter, give it directly to your adversary to be used in a civil court action against you before you have even received it by certified mail? And the civil court using this information of yours to make a final ruling against you before you even had a chance to read or respond to this letter, or submit defense in your behalf? To make matters worse, this final ruling from the civil court is now interfering with my ongoing Administrative appeal process with the Government? What laws has this government employee violated?

Were you represented by an attorney and did your attorney object to the use of the letter in court?

What is the administrative appeal?
