Legal Question in Civil Rights Law in Arizona

My house burned!!!!!!!!
My house burned and the fire investagators said it started on the property behind us. the power line was hanging and a dirt strom hit and it sparked off an old car sitting there that's how it started. Nobody lives on the property. There was 4 different fire departments there and they were fighting over who was gonna put it out. Is there anything I can do to the electric company for not maintaining the power lines on a regular bases and can I do something about the fire department for fighting about who was gonna put the fire out. Because for the first 30 to 45 minutes they did nothing at all. They could of saved my mobile home if they would of got right to work. Also they didn't even know how to turn the canon on it took them about 20 minutes to get it turned on. Please let me know, what I can do about this. My Family lost everything we owned even 4 pets. I lost everything my parents left me. I lived there since 1978. Please Help.

Call a local attorney and take the facts and the fire reports and other government information in. This will be a long negotiation.
