Legal Question in Family Law in Arizona

A couple years after my divorce, my ex husband just suddenly quit coming for visitation of our 2 children and we lost touch. 3 or 4 years later, I moved to another state, unable to locate my ex. We have now lived here for 5 years and I want to get them passports for a trip abroad, but don't know where he is to sign the application. Should I attempt to get sole physical and legal custody, and if so, in which state?

Arizona DOES have jurisdiction to modify your custody orders. SO, you could (and shouuld) initiate the action here.
