Legal Question in Intellectual Property in Arizona

I would like to take a copyrighted foreign language comic book and convert it into an instructive textbook for teaching colloquial language to be sold in the US. What do I need the author to sign in order to do so? What kind of international red tape will I need to overcome? Thanks in advance.
