Legal Question in Personal Injury in Arizona

I got into a car accident a month ago (a four car accident, I was in the middle) and I filed a complaint with the person who hit me from behind's insurance company (at the advice of the police on the scene and my own insurance company - I have liability only). The claims adjuster assigned to me spoke to me once and said he would have to talk to everyone else before calling me back, but he won't return any of my phone calls. The insurance company also won't return the calls of the repair shop (who has prepared an estimate for them) or my insurance company. I asked to speak to the claim's adjuster's supervisor and left him several messages as well, but he also won't return my calls. I mailed a complaint to the department of insurance a week ago and they haven't responded either. What do I do from here? I can't afford a lawyer and the cost for a lawyer would just add to the costs that I'll already have to pay for my car.
