settling a minor accident without courts or insurance companies, how do i protec

We were in a minor accident, the other guy refused to give us thier insurance companies name or any information. He said he would pay for our car to be fixed. How can we protect ourselves if they decide to change thier minds? and is it legal to with-hold insurance information when you are in an accident?
