Legal Question in Intellectual Property in Arkansas

copying videos

I understand that it is illegal to burn music off the internet, but is it illegal to record programs off television (especially when those programs are available on tape from the company that manufactures them)? And if it's not illegal, is it illegal to then make copies of videos you have recorded off television to give to someone else, free of charge?
