can the landlord give 30 day notice to vacate in the middle of the month even though rent has been paid for that month OR DOES IT HAVE TO BE DONE AT THE FIRST OF THE MONTH?

The landlord can give notice any time. So can the tenant. It does not have to be at the first of the month.

I agree with Mr. Snitlow. The landlord can serve the 30 day notice at any time during the month. If the thirty day notice is proper, you must leave the rental unit by the end of the thirtieth day after the date on which the landlord served the notice. You will simply owe less rent on a prorated basis for the remaining 30 days that extends into the next month.
