Legal Question in Disability Law in California

Hello my husband was hurt at work(State Prison) and was forced to retire due to his injury. He has been receiving his CALPERS benefits for 7 years. Early this year he received a letter that he needed to get evaluated with an IME. He went and she found him able to go back to work according to her report. He has permanent nerve damage in his leg and has since had 2 surgeries with no results. I found it curious that an IME that evaluated him for 8 minutes max could possibly evaluate nerve damage. CALPERS has advised him to get a lawyer because they are requeting a case to be heard before a board. We have no way of paying a lawyer or to get a doctor's opinion. What can we do? Please help, we are about to be put out on the street's soon, and he is unable to work rigorious job's because of his leg giving out.
