Legal Question in Disability Law in California

My name is JOanna and I am 24 years old. I was pulled over for been double park. The officer search my vechicle without my consent and several violations of my rights. THey confuse me with another person so to verify I was arrested and was taken to the station I was realease once they found out that peerson wa not me. I was release from the police station and transported back to where I was pulled over. I was drop off in the middle of the night around 2am without my properties no cell phone, no keys and no purse. I ask the police officer where was my property and he said he did not know and thay was not his fucking problem. I was terrified and scared walking by myself back to police station. I could have been rob, killed or murder. I made it to the station. I ask to file a complient and a officer and was told it wil be a while before I can file a report. Please let me know what you think so far. I believe this is police neglience. My property was given to a guy I hardly even know without my permission.
