Legal Question in Disability Law in California

In the state of California: is it legal to tow a car parked in a handicap designated space (on private property) if the car posesses and displays a current handicap placard?

The agency I work for has a employee designated parking structure with several handicap spots available. They also have a lot reserved for visitors (there are also several handicap spots available in this lot as well). When there are no parking spaces available in the employee lot, I park in the handicap spot in the visitors' lot. I have been told that it is company policy that my car may be towed from a visitor's handicap spot even though I poses a valid handicap parking placard. Is it legal to do this?

Yes they can if there is adequate notice. A private place can tow for any reason if they provide notice that the condition will trigger a tow and I believe the ADA requires that they tow.
