Legal Question in Administrative Law in California

my mom brought niece to my home. She is 8 yrs old and very over sexed. She runs around in her panties refuses to put pants on. Found her straddling my 16 yr old son and rubbing herself on him he was yelling and pushing her away. She is no longer allowed in my home, I know my son did nothing to her as I witnessed incident. My mom is now threatening with cps as they are homeless and want to stay in my home. She claims my son touched her viginal area. Do not want my son in trouble do not want them in my home. Please help
