state bar number
i requested a state bar number and an address of that same attorney, she refuses and says she is an international attorney out of NY, London & Los Angeles but has no landline and or valid address

You can check her status with the CA Bar online at calbar.org. If she is not licensed in CA, you should submit a complaint with the California Bar asap.

Why would you considering obtaining advice from a person who has no address? You want to give money to someone who you can not find again?

It sounds like this person isn't even an attorney. It is very unlikely that they are admitted in London and the US, unless they are from Europe. I would need to know more before I told you to file a complaint, but you should talk with the state bar association.
