CCan i have my front windows tinted to prevent rival gang members to notice me therefore preventing harm against me

you can have a certain degree of tint but not that much. Talk to a company that does tinting to see what effect it has. The tint can not be so great as to prevent the police from being able to see you.

"Rival" gang members? That means you are a gang member. You do realize that it is a crime to be a member of a criminal street gang in California, don't you?

You'll get ticketed by any cop, and ordered to remove it if it is anything noticeably dark. The tint shops know what is legal.
