Legal Question in Banking Law in California
is it a straw purchase if I buy a car in my name, insure it and make payments and let my father drive it -- ps. he lives at the same address

Assuming Dad has a license and is listed on the insurance policy, you're good to go. Highly unlikely that Dad's creditors would pursue the issue.
