Bankruptcy may discharge medical bills, but it does not relieve a person from debts that are imposed as fines or penalties issued by governmental agencies. For example, it does not get rid of what a person owes for a traffic ticket.

In a Chapter 7: Yes as to everything except fines owed to governmental units.

In a Chapter 13: Yes as to all, under most (but not all) circumstances.
