If a debt of past due homeowner's dues is discharged during bankruptcy, if all payment are not made after the discharge date, is the original balance reinstated?

No, however, if the HOA has asserted a lien against the home, then the lien remains in place after the bankruptcy discharges the pre-petition dues. Only your personal liability for the dues is discharged, not the lien.
