Legal Question in Bankruptcy in California

i receive a settlement for $3000 from a collection agent harassing me, and i just receive a letter saying that I'm going to receive only a $1000 from that $3000. Is that right that they keep 70% of the settlement. is there any way i can protest this by not signing my settlement papers?
