"What will be with my severance pay and unused vacation pay (about $30k) after layoff and conversion Chapter 13 to Chapter 7 ...living in California."

You definitely need to consult with a local bankruptcy attorney familiar with the Court where your bankruptcy is pending. I do not know Mr. La Costa personally, but it would certainly be a place to start. Dismissal is possibly an option. Contact someone immediately to discuss this in detail.
