Dental X-rays

Who owns the dental x-rays that my daughter's orthodontist took, charged me for, and charged me for again (for copies that I need to take to another, less vindictive, more competent, orthodontist)? Can I demand the x-rays that I paid for - - - twice? Can I sue in small claims for the second charge, even if he provides the x-rays? Is it not his responsibility to make copies for his records, but give me what I already paid for?

The orthodontist owns the pictures, and he can charge you repeatedly for copies. You did not pay to "buy" the pictures he had taken (at his expense). You paid for copies, and you no more own the rights in the pictures than when you buy a videotape of a movie.
