Legal Question in Business Law in California

Is there a legal term for an instance where a company specifically prohibits one user from doing an activity that is permitted under its user agreement while allowing everyone else to do it?

Specifics - Ebay allows drop shipping. I am a drop ship seller but I was barred from drop shipping because I received a larger than usual number of orders within a short time. Always had perfect ratings and a top seller. There was no reason for them to do this.

What did Ebay say when you asked them why they wanted this exception?
