Restraint of trade matter.

Is against California State law or Federal law, for a manufacturer to stop doing business with one of its newly appointed distributors because of threats made by its largest distributor to do business elsewhere if they do not cease and desist?

It is a tortious interference with the new distributor's contractual relationship with the manufacturer, for which the new distributor will doubtless sue the large distributor.
