Can I volunteerily teach someone something for money without a degree or license. Outside of school. Teaching subject would be finance.

Generally, yes. However, I can't give your idea a clean bill of health without more information, because your description is extremely sketchy. "Teaching finance" could, for example, include some activity that would fall into the category of "giving investment advice" in the view of a district attorney or the attorney general. In starting any business that might be regulated or licensed, the entrepreneur should make a full and frank disclosure to an attorney that is qualified to understand and evaluate the entire business concept.
