Do you have to be a citizen to file a claim in a small claims court?

No. No one will ask about, care about, or check your citizenship or immigration status, even if the person you are suing raises the issue at the trial. You may wish to look up the California Court of Appeal opinion in Hernandez v. Paicius (2003) 109 Cal.App.4th 452 (search Google for [Hernandez v. Paicius]).
