I would like to know if your civil rights are automatically reinstated after a set number of years have passed since a felony conviction, or if I have to request it. It has been 12 years since I was convicted in any state but the conviction that I am speaking of was in California and I live in Nevada now (if that matters)

Rights are not automatically reinstated. IF you think you qualify, you could bring legal action to seek reinstatement, and possibly expungement of the conviction.
