Legal Question in Civil Rights Law in California

i financed a car but it had problems so the dealership took it back to fix it but now they want me to give them $600 i owed them before in order to get my car back

Generally private companies don't invoke civil rights. They might have a lien on the car but can't tell based on why "owed them before". If they don't have a lien then they have to release it.
