What is the legal implication on selling california lottery on the internet?

Some people are lazy about getting their tickets. I want to send out a ticket via ground mail as they set. Can I sell California Lottery ticket to non-californians?

For specific information about what the Calif. lottery allows its ticket sellers to do, you should contact the lottery's administration directly. I think they will tell you that they will not allow you to offer tickets on line, but you should hear it from them directly rather than accepting my guess.

The reason I an guessing the Calif. Lottery will not allow tickets to be sold on line (in addition to the technical problems of money collection, timely ticket delivery, audit controls, and on and on) is that the Internet is a means for offering products and services in every jurisdiction in the World -- including states and countries where gambling in any form, including extending offers to sell Calif. lottery tickets, is illegal.

I know a whole lot of gambling activity is conducted over the Internet, but places like Outer Mongolia are not in a position to take legal action against the Joe Doakes On-Line Casino. However, the California Lottery is a different matter. Every anti-gambling regime on earth would be filing lawsuits, arresting Californian tourists, etc.
